THE FIRST RESPONDER HAZARD PAY PREMIUMS PROGRAM (FRHPPP)

The purpose of the FRHPPP is to reimburse and/or pay for qualifying first responder hazard pay premiums provided to first responders who have performed hazardous duty or work involving physical hardship related to COVID-19. The program has $100 million to help fund additional compensation provided to first responders. This FRHPPP is funded under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136.

Eligible hazard pay premiums must be paid to employees by Sept. 30, 2020 to qualify for the program.

Eligible Hazard Pay Premiums are for:

  • Law Enforcement Officers
  • Firefighters
  • Emergency Medical Technicians (EMTs)
  • Paramedics
  • 911 Operators
  • Local Unit of Government Corrections Officers
  • Airport Public Safety Officers
  • Eligible Personnel associated with Ambulance Operators licensed under Section 20920 of the Public Health Code (1978 PA 368; MCL 333.20920)
  • Private EMTs and Paramedics that contract with municipalities or hospitals, if the Hazard Pay Premiums are paid through the applicant

Eligible Applicants are:

  • Cities
  • Villages
  • Townships
  • Counties
  • Public Airport Operators
  • Ambulance Operations licensed under Section 20920 of the Public Health Code (1978 PA 368; MCL 333.20920)

Available Program Amount: $100,000,000

Maximum Available Limits:

  • $1,000 per eligible employee
  • $5,000,000 to any one applicant

Application Period: July 7 – Sept. 30, 2020

Payments and Reimbursement will be on a first-come, first-served basis.

Reporting Requirements:

  • Eligible Applicants that apply for a subaward must register with the Federal System for Award Management (SAM).
  • Applicants must fully complete and return the application packet by the submission deadline with each of the pages dated and initialed. This includes the completion of the following documents in the packet:
  1. FRHPPP Reimbursement Request (FORM 5723)
  2. Hazard Pay Premiums Payment Report
  3. Certification

Use of Funds: The CARES Act requires payments from the Coronavirus Relief Fund only be used to cover expenses that:

  • Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19)
  • Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the state or government
  • Were incurred during the period that begins March 1, 2020 and ends Dec. 30, 2020

PUBLIC SAFETY AND PUBLIC HEALTH PAYROLL REIMBURSEMENT PROGRAM (PSPHPR)

The purpose of the PSPHPR is to reimburse for eligible public safety and public health payroll expenditures under the CARES Act, Public Law 116-136. It is important to note that cities, villages, townships, and counties are not eligible for this reimbursement program if they received a direct allocation from the CARES Act. The program has $200 million to reimburse cities, villages, townships, and counties for eligible public safety and public health payroll expenditures.

There may potentially be two rounds, depending on available funding:

  • The First Round is for the payroll expenditures incurred during April and May 2020
  • The Second Round (which will only occur if funds are available after the first round closes) is for payroll expenditures incurred during April through July 2020

*It is important to note the Application for Round One is only open until July 17, 2020.
